Does it increase significantly once I hit positive standings again? Or is it because I'm running level 1 missions as opposed to L4 ?

Right. I'm trying to work towards the Plan. But am I correct in understanding that a storyline only moves me about .05? I remember it used to increase by more than that from a couple years ago when I ran missions

It does not always escalate. I've done it a few times and didn't always get an escalation. Question: Can you solo the escalation with a passive fit along with interdiction nullifier and covops?
